- All Foreign Tourists and Visitors:
Travelers entering Malaysia for tourism, business, or other short-term purposes are generally required to complete the MDAC. - Exceptions:
Citizens of Singapore and holders of Malaysian long-term passes are currently exempt from this requirement. - Diplomatic and Official Passports holders
- Singapore Passport holders
- Malaysian Permanent Residents (PR) status holders & Holders of Long – Term Visit Passes issued by the Immigration Department of Malaysia.
- International airline crew members when on duty and submitting the General Declaration form at the crew inspection counter.

- Visa-Free or Visa-on-Arrival (VOA) Travelers:
Nationals from countries that qualify for visa-free entry or visa-on-arrival are eligible to use the MDAC.
The MDAC is a separate entry requirement and does not substitute for a visa. Therefore, if a national is eligible for visa-free entry or VOA, they are still required to complete the MDAC, unless they fall under a specific exemption category.
- Pre-Approved Visa Travelers:
Travelers who need a visa before entering Malaysia may not be eligible for MDAC unless they fall into the VOA or visa-free category.
Travelers Requiring a Pre-Approved Visa: If your nationality requires you to obtain a visa before traveling to Malaysia, you must secure that visa first AND also complete the MDAC prior to your arrival.
